Chicago Police Misconduct Allegations Involving Migrants Unsubstantiated

An independent oversight body tasked with investigating claims of sexual misconduct between Chicago police officers and migrants residing in police stations has found no evidence to support the accusations. The Civilian Office of Police Accountability (COPA) updated the public on its investigation on Tuesday, stating that the initial allegation, received on July 6th, pointed to a specific officer in the 10th District engaging in sexual misconduct with an underage female migrant. The anonymous tip also suggested that other officers within the same district might have engaged in similar behavior.

COPA's chief administrator, Andrea Kersten, explained that despite collaborative efforts with the Chicago Police Department's Bureau of Internal Affairs and extensive resource allocation, the investigation has yielded no corroborating evidence. "To date, we have not identified any migrants claiming to be the victim of sexual assault or any form of sexual misconduct by CPD members," Kersten stated. However, the investigation has uncovered other complaints involving migrants, including an allegation against unidentified officers in the 19th District.

Local news outlets previously reported allegations involving four officers at the Ogden District police station engaging in sexual relations with migrants. These ongoing investigations by both COPA and the Bureau of Internal Affairs have prompted the city to relocate migrants from police stations. Reports indicate that almost 5,000 migrants were housed in 12 city-run temporary shelters, with an additional 650 residing in police stations while awaiting shelter placement.
