Judge Temporarily Halts USAID Staff Furloughs Amidst Controversy

Created: JANUARY 27, 2025

A Trump-appointed judge has issued a temporary restraining order against the administration's plan to place 2,200 U.S. Agency for International Development (USAID) employees on paid leave. The decision follows lawsuits filed by two federal employee associations contesting the order, citing potentially disastrous consequences for American workers, global aid recipients, and U.S. national interests. Judge Carl Nichols acknowledged the "irreparable harm" that could result from the furloughs, emphasizing the minimal impact of a temporary pause on government operations. The judge's order provides a brief reprieve for USAID employees, while the legal battle continues.

President Trump criticized USAID on social media, alleging unprecedented levels of corruption within the agency and advocating for its closure. An official within USAID reported that the agency had effectively ceased operations due to staff departures and funding cuts. However, Secretary of State Marco Rubio assured that critical life-saving programs overseen by USAID would continue with waivers. USAID, established in 1961 by President John F. Kennedy, boasts over 10,000 employees and an annual budget of approximately $40 billion. The agency's website announced that all direct-hire personnel, excluding those responsible for mission-critical functions and designated programs, would be placed on administrative leave.

Trump and Elon Musk, who heads the Department of Government Efficiency, have proposed transferring USAID's remaining essential programs to the State Department as a cost-saving measure. Rubio affirmed the continuation of foreign aid, albeit with a focus on aligning it with U.S. national interests. Democratic critics argue that the move is unlawful and requires Congressional authorization.
