The Biden administration's decision to include cluster munitions in its latest aid package to Ukraine has sparked controversy. These bombs disperse smaller explosives over a wide area, posing significant risks to civilians. Over 100 countries have banned their use due to the potential for unexploded submunitions to detonate later, causing harm long after the initial deployment.
While both Russia and Ukraine have utilized cluster munitions during the conflict, the White House defends its decision, arguing that providing these weapons is necessary to support Ukraine's defense against Russian forces. National security advisor Jake Sullivan acknowledged the civilian risks but emphasized the potential for greater harm if Ukraine lacks sufficient weaponry.

This decision contrasts with previous statements by then-White House press secretary Jen Psaki, who suggested that Russia's use of cluster bombs could constitute a war crime.

The Washington Post highlighted Biden's shifting stance on cluster munitions, particularly regarding Israel's use of the weapons. Several House Democrats, including Rep. Betty McCollum and Rep. Barbara Lee, also voiced concerns about the decision. McCollum called it a "terrible mistake" and emphasized the long-term dangers posed by unexploded ordnance, while Lee expressed alarm and questioned the need to resort to such weaponry.

Despite facing an uphill battle against incumbent Biden, Kennedy continues to draw a notable level of support from Democratic voters in some polls.
