General Mark Milley, Chairman of the U.S. Joint Chiefs of Staff, emphasized the need for rapid modernization of the American military to keep pace with China's expanding military capabilities. Speaking at the National Press Club in Washington D.C., Milley stressed that the nature of warfare is evolving and the U.S. must adapt its strategies, training, and weaponry to remain competitive. He pointed to China's ambition to surpass U.S. military strength by mid-century, highlighting the urgency of the situation.
Milley also criticized Russia's invasion of Ukraine, calling it a blatant attack on the international order. He reaffirmed the U.S. commitment to supporting Ukraine's independence and ensuring the rules-based system prevails. While acknowledging the slow progress of Ukraine's counteroffensive, he emphasized its steady advancement and the difficult challenges faced on the battlefield. He reiterated that the conflict is expected to be protracted and bloody, underscoring the existential nature of the fight for Ukraine.
Regarding the potential provision of cluster munitions to Ukraine, Milley indicated that all options are being considered. He also addressed the recent Wagner Group rebellion in Russia, suggesting it was a domestic political matter and it was premature to assess its impact on Putin's authority.
