Swiss Intelligence: Russia Maintains Significant Spy Presence Under Diplomatic Cover

Switzerland's intelligence agency, the NDB, has revealed in its latest annual report that Russia continues to maintain a substantial network of spies operating under the guise of diplomats. These operatives are primarily situated within the Russian embassy in Bern and the UN mission in Geneva, solidifying Switzerland's position as a central hub for Russian espionage activities in Europe.

The NDB acknowledges that while the expulsion of Russian agents following the 2018 Skripal poisoning and the 2022 invasion of Ukraine has impacted Russia's intelligence operations in Europe and North America, the number of such agents in Switzerland has remained remarkably consistent. The agency estimates that approximately one-third of the 220 individuals accredited as diplomatic or technical-administrative staff at Russian diplomatic and consular missions in Geneva and Bern are actively engaged in intelligence work.

The report highlights Switzerland as a key target for Russian espionage, likely due to its neutrality and its role as host to numerous international organizations. The NDB emphasizes that, across Europe, Switzerland stands out as one of the countries with the highest concentration of Russian intelligence personnel operating under diplomatic cover.

While China also utilizes diplomatic cover for intelligence gathering in Switzerland, the NDB assesses that their numbers are considerably lower than Russia's. The report suggests that China's espionage tactics are more diversified, employing individuals posing as scientists, journalists, and businesspeople.
