In a rare rebuke, UN Secretary-General Antonio Guterres criticized Israel's use of force during its recent military operation in the Jenin refugee camp. Guterres expressed concern over the operation's impact, citing over 100 civilian injuries, thousands displaced, and damage to essential infrastructure like schools, hospitals, water, and electricity networks. He further criticized Israel for hindering access to medical care and humanitarian aid.
Guterres unequivocally condemned all violence against civilians, explicitly stating that his condemnation included Israel's excessive use of force. He called on Israel to adhere to international law, exercise restraint, and employ only proportionate force, emphasizing that airstrikes are incompatible with law enforcement operations. Guterres reminded Israel of its duty as an occupying power to protect civilians.
The two-day Israeli offensive, aimed at suppressing Palestinian militants, resulted in widespread destruction within the Jenin camp, forcing thousands to flee their homes. Twelve Palestinians and one Israeli soldier were killed. The Israeli army claimed to have significantly weakened militant groups.

Despite the withdrawal, Israeli Prime Minister Benjamin Netanyahu indicated a willingness to conduct similar operations in the future. The Jenin camp has been a focal point of escalating Israeli-Palestinian violence since spring 2022. The recent offensive further undermined the Palestinian Authority's already tenuous control within the camp.
While acknowledging Israel's security concerns, Guterres stressed that escalation is counterproductive, fueling radicalization and perpetuating the cycle of violence. He reiterated the importance of a meaningful political process towards a two-state solution and an end to the occupation as crucial for both Palestinian hope and Israeli security.
The West Bank, including East Jerusalem, and the Gaza Strip, were captured by Israel in the 1967 Six-Day War. Palestinians claim these territories for a future independent state, a goal supported by the United Nations and numerous countries.
