Secret Back-Channel Talks Held Between Former US Officials and Russian Counterparts on Ukraine War

Created: JANUARY 27, 2025

Unbeknownst to the public, former U.S. national security officials have engaged in confidential discussions with influential Russian figures, including Foreign Minister Sergey Lavrov, to explore potential pathways to peace in Ukraine. NBC News broke the story on Thursday, revealing that these high-level discussions occurred discreetly, with one notable meeting between Lavrov and the former U.S. officials taking place in New York City this past April, lasting several hours. The American participants included Richard Haass, outgoing president of the Council on Foreign Relations, along with fellow CFR members and former White House and State Department officials Charles Kupchan and Thomas Graham.

Such unofficial channels of communication are not uncommon during times of international tension, especially between nuclear-armed nations like the U.S. and Russia. They serve to mitigate the risk of accidental escalation. However, the effectiveness of these talks remains uncertain. Rebekah Koffler, a former defense intelligence officer, expressed skepticism to Fox News Digital, stating her belief that neither side is genuinely committed to achieving peace due to their conflicting objectives.

Koffler argues that Russia's condition for ending the war – cessation of Western arms supplies to Ukraine and recognition of annexed territories as Russian – is unlikely to be accepted by the Biden administration, as it would be perceived globally as a Russian victory and a Western defeat.

This news coincides with Ukrainian President Volodymyr Zelenskyy's diplomatic visits to Bulgaria and the Czech Republic, where he sought military assistance and reaffirmed support for Ukraine's NATO aspirations after the war concludes. Czech President Petr Pavel expressed support for commencing NATO membership negotiations immediately following the cessation of hostilities. Zelenskyy voiced his hope for an invitation to join the alliance at the upcoming NATO summit in Vilnius, Lithuania.
