Texas Representative Chip Roy delivered a fervent speech on the House floor, advocating for the impeachment of President Biden. He criticized the administration and Democrats, accusing them of displaying superficial compassion for migrants while enabling the influence of cartels to infiltrate the United States.
The House Rules Committee advanced a resolution to refer House Resolution 503 to the Homeland Security and Judiciary Committees. This resolution outlines articles of impeachment against President Biden for his alleged failure to secure the southern border.
Representative Roy emphasized the legal obligation of the Executive Branch to protect the nation's borders and questioned Congress's role when the Executive fails to uphold these laws.
He stated that the founders provided a mechanism for such situations and that the impeachment resolution is a response to the administration's refusal to enforce existing laws, leading to detrimental consequences for Americans.

Since President Biden assumed office, there have been over five million encounters with illegal migrants at the southwest border, including more than 240,000 in May alone. Roy also cited data indicating that approximately 2 million illegal immigrants have successfully evaded border patrol since the relaxation of Title 42 enforcement. He also highlighted a significant increase in encounters with individuals listed on the terrorist watchlist.
Roy referenced a recent court case where individuals pleaded guilty to conspiracy involving migrant smuggling on behalf of the Juarez cartel. The case revealed that the organization charged substantial fees to smuggle individuals, including children, into the U.S. He detailed an instance where a cartel member held an illegal immigrant for ransom, threatening harm to his family if payment was not made.

Roy connected these incidents to the administration's border policies, arguing that they facilitate cartel activity and endanger American lives. He questioned how many more Americans would suffer due to the president's alleged failure to enforce immigration laws.
In response, Representative Jim McGovern criticized the House Rules Committee for using emergency procedures to advance the impeachment resolution. He attributed the move to internal conflicts within the Republican party and accused Speaker McCarthy of losing control of the House.

McGovern argued that unlawful entries at the southern border have decreased since the end of Title 42 and that fentanyl seizures have increased under President Biden. He criticized Republicans for prioritizing impeachment over addressing immigration reform.
Roy countered McGovern's remarks by citing the recent arrest of a Gulf cartel operative in Texas, emphasizing the ongoing issue of cartel activity facilitated by the administration's policies.
