A video has surfaced appearing to show a Texas school district administrator advising parents on how to fraudulently alter their children's birth certificates to circumvent state laws regarding transgender athletes' participation in girls' sports. The video, obtained by Accuracy in Media, allegedly depicts Reny Lizardo, executive director of campus operations for the Irving Independent School District, suggesting that altering a birth certificate to reflect a desired gender would allow a student to participate in sports aligned with that gender, regardless of their biological sex. Lizardo reportedly stated, "If you can get that done, and you turn us a birth certificate that says ‘this gender,’ that's the gender we go with." He further implied the district could feign ignorance if the situation were legally challenged. The administrator also appears to acknowledge the potential legal ramifications, stating, "If a parent found out or a student found out and said, ‘Wait a second. This person isn’t this gender,’ and they, like, sued the district, we’d be in trouble. But, we can also say, 'We didn’t know' ... So, there’s a plausible deniability, I guess." He then concluded by suggesting their conversation remain confidential.



This incident follows the 2023 passage of the Save Women's Sports Act in Texas, prohibiting transgender athletes from participating in sports that don't align with their sex assigned at birth. The law explicitly permits only birth certificate amendments for clerical errors. Texas is among 25 states with similar legislation, and a federal bill is currently under consideration. Governor Greg Abbott has called for Lizardo's termination and both criminal and civil investigations into the matter. The House of Representatives passed the Protection of Women and Girls in Sports Act in January 2024, which aims to withhold federal funding from institutions permitting transgender female athletes to compete in women's sports. A recent New York Times/Ipsos poll revealed that a significant majority of Americans, including a majority of Democrats, oppose transgender women competing in women's sports.
