Washington's Democratic Governor, Bob Ferguson, has directed state flags to be flown at full-staff on Monday for President-elect Donald Trump's inauguration, countermanding President Biden's order for flags to remain at half-staff to honor former President Jimmy Carter, who passed away in December.
Ferguson's directive specifically states that both Washington State and United States flags at all state agency facilities should be raised to full-staff on January 20, 2025, in recognition of Inauguration Day. This directly contradicts the 30-day mourning period declared by President Biden following Carter's death, which encompasses Inauguration Day.

President Biden's proclamation mandated that the U.S. flag be displayed at half-staff at all government buildings, military installations, and naval vessels throughout the United States and its territories. However, Ferguson has stated that flags in Washington will return to half-staff on Tuesday, January 21st, to continue honoring Carter until the end of the 30-day period.

Ferguson joins a small group of Democratic governors, including Gavin Newsom of California and Jared Polis of Colorado, who have opted to raise flags for the inauguration, deviating from the traditional practice of maintaining lowered flags during a presidential mourning period. Several Republican governors have also issued similar directives. House Speaker Mike Johnson similarly ordered flags at the U.S. Capitol to be flown at full-staff on Inauguration Day.

Former President Trump previously expressed his disapproval of the possibility of flags being at half-staff during his inauguration, attributing the situation to the Democrats and criticizing their patriotism. He pointed out the precedent of flags being flown at half-staff during Nixon's second inauguration in 1973, following the death of former President Truman.
