Portland's recent initiative to distribute drug paraphernalia like aluminum foil, straws, and pipes to fentanyl users has sparked outrage and concern among residents and officials. The program, intended as part of the county's harm reduction strategy, aims to engage with drug users who primarily smoke the drug, rather than inject it. This shift in drug use has led to a significant decrease in visits to county clinics.

Multnomah County officials argue that providing these supplies promotes safer drug use and does not encourage increased drug use, citing research to support this claim. However, critics like drug counselor Kevin Dahlgren strongly disagree, asserting that the program is inhumane and exacerbates the existing drug crisis by enabling rather than treating addiction. Dahlgren argues that the county's claim of increased interaction with addicts through the program is a fallacy, as genuine support services are not being offered.

Portland Mayor Ted Wheeler has also criticized the county's approach, stating that it enables the fentanyl epidemic and poses a risk to public safety. Local business owners like Loretta Guzman, who has had to confront drug users on her property, echo these concerns, expressing frustration with the city's handling of the crisis and its impact on businesses and the community. Guzman criticizes officials for seemingly condoning the behavior and ignoring the detrimental effects on the city.

Another resident, Angela Todd, described the situation as "horrifying" and believes residents are left with the difficult choice of staying and fighting or leaving the city. She advocates for daily outreach and proper detox facilities as essential solutions. Following the widespread criticism, Multnomah County has temporarily paused the program pending further analysis.
